When Hurricane Harvey struck, there was a group of prophetic women in the Houston area that were known as the “red heifers.” God protected them from Harvey, according to our prayer of protection. But to fully appreciate what God did—and why—we need to show the biblical basis of this “red heifer” calling.
Their work and ministry since the early 1980’s had focused upon the law of the red heifer in Numbers 19:2-6. A red heifer was to be burned up, and its ashes stored outside the camp. The ashes were to be used to purify the unclean so that they could enter God’s “camp” and into His presence. This was unique, in that the ashes of a bull were not used for this purpose. Only the ashes of a red heifer were used to purify the unclean who had touched a dead body or who had been healed of leprosy.
The Law of Burnt Offerings
The red heifer law was a female counterpart of a “normal” burnt offering that was to be a bull, “a male without defect” (Leviticus 1:3). A burnt offering was to be totally consumed by fire, in order to depict the burning of the flesh through the fire of the Holy Spirit (Matthew 3:11). Paul spoke of it as a crucifixion of the flesh—the “old man”—in order to give rise to the “new man” of the spirit (Romans 6:6).
These burnt offerings, whether male or female, were all prophetic types of Christ Himself, who was “burned” by the “fiery law” when He died on the cross. It was not a literal fire; the judgment of the law was the “fire,” as we see in Daniel 7:9, 10. The ashes of the red heifer were stored on the Mount of Olives and administered by the priests in the community of Bethphage. The location of the ashes foretold the location in which Jesus would be crucified, even as the Passover Lamb (a male without blemish) foretold the timing of His crucifixion.
In the law there were both male and female sacrifices. Leviticus 4:22, 23 speaks of “a leader” whose sacrifice had to be “a male without defect,” saying,
22 When a leader sins and unintentionally does any one of all the things which the Lord his God has commanded not to be done, and he becomes guilty, 23 if his sin which he has committed is made known to him, he shall bring for his offering a goat, a male without defect.
Leviticus 4:27, 28 speaks of “the common people,” whose sacrifice had to be “a female without defect,” saying,
27 Now if anyone of the common people sins unintentionally in doing any of the things which the Lord has commanded not to be done, and becomes guilty, 28 if his sin which he has committed is made known to him, then he shall bring for his offering a goat, a female without defect, for his sin which he has committed.
These sacrifices, male and female, presented different sides to the law of sacrifice and correlate also to the different purposes for the male and female burnt offerings. In one sense, Christ fulfilled both of these, because though He was a male in the flesh, “there is neither male nor female” in the spirit (Galatians 3:28). Hence, the Son of God was “neither,” yet prophetically both male and female. On another level, Christ is the “Leader” of the “common people,” that is, his bride, and the Head of His body, taking upon Himself all of their sins.
So also the sons of God are neither male nor female in the spirit, for all are one body. Hence, when we use the term “sons of God,” we should not inject gender into this term, for it includes the daughters of God also. It is more accurate to refer to them as the “children of God,” as stated in Romans 8:16 (NASB).
The Sonship Message
Because of long church tradition of misunderstanding Paul’s teaching in Galatians 3:28, when the Sonship movement was established in the 1950’s, it tended to retain elements of earlier church tradition. The men moved to the forefront and tended to resist the ministry that women had to offer. There were, of course, some gifted prophetesses in earlier decades, such as Mary Woodworth-Etter, Aimee Semple McPherson, and Kathryn Kuhlman. But they faced the usual opposition of those who were unable to receive revelation from women. This bondwoman mentality in the church needed to be altered before the Kingdom could be established fully.
The red heifer group was called together around 1980. I met them in Meadville, PA at a conference in August of 1991 and recognized immediately that they had a revelation and calling, as a group. Through them, God brought this Sonship problem to the forefront for my consideration, and it was not hard to see that the Sonship message needed to recognize and appreciate its feminine side.
This also contributed to my understanding of Old and New Covenant Marriage, for in 1992 my own marriage relationship was changed forever. This entire issue pointed to the law of sacrifices and drew attention to the fact that there were both male and female sacrifices. No doubt this was the well from which the Apostle Paul had been drinking.
On March 7, 2017, as we were approaching the transfer of authority to the saints of the Most High, one of them called to tell me that the red heifer group had received a word from the Lord that the red heifer had fully died and had been consumed. In other words, that calling had been fulfilled successfully after many decades.
The timing was perfect, because it was important that this aspect of the Sonship message would be established in preparation for the transfer of authority in October 2017.
Protection from Harvey
Hurricane Harvey (August 25, 2017) was followed by allegations of sexual misconduct and rape against the movie producer, Harvey Weinstein on October 5, 2017. It sparked a “Me Too” movement, as more than 100 women ultimately accused him of sexual misconduct over a period of 30 years.

We connected the Weinstein case to the overall spirit of abuse against women, which manifested not only in the movie industry but also in the church’s tendency to treat women as bondwomen (Hagar). It was clear that God was exposing this spirit in order to deal with it and allow women to reach their full potential of the Sarah company.
Hurricane Harvey dumped 40 inches of rain on Houston, with some parts of Texas receiving as much as 52 inches of rain. On August 30, 2017, I received a call from Carolyn, one of the “red heifer” company, to give me a praise report. Living just south of Houston, her house had become an island in an inland sea. She reported that the water level had reached the top step leading into her house. One more centimeter would have brought water into the house itself.
They went to bed at midnight that night, as there was nothing more to be done to prepare for the flood. It continued to rain all that night, but in the morning, instead of seeing the lower level flooded with water, it was dry. They discovered that the water level had remained unchanged all through the rainy night!
They had been protected from the flooding of Hurricane Harvey.
Two months later, as the story of Harvey Weinstein broke in the New York Times and in The New Yorker, we could see that the protection of the red heifer group in August signified a broader protection of women in October and beyond.
Water and Ashes
With the final death and fiery consumption of the red heifer in March 2017, the spiritual ashes were ready to be used to purify the world. All that was needed was water, and this was provided by Hurricane Harvey. So we read in Numbers 19:17, 18,
17 Then for the unclean person they shall take some of the ashes of the burnt purification from sin and flowing water shall be added to them in a vessel. 18 A clean person shall take the hyssop and dip it in the water and sprinkle it on the tent and on all the furnishings and on the persons who were there, and on the one who touched the bone or the one slain or the one dying naturally or the grave.
Hebrews 9:13, 14 comments on this, saying,
13 For if the blood of goats and bulls and the ashes of a heifer sprinkling those who have been defiled sanctify for the cleansing of the flesh, 14 how much more will the blood of Christ, who through the eternal Spirit offered Himself without blemish to God, cleanse your conscience from dead works to serve the living God?
Prophetically speaking, Hurricane Harvey brought water to the ashes of the red heifers in Houston, signifying that God was cleansing the saints of the Most High to prepare them for the transfer of authority in October 2017. The cleansed saints (the Sons/Daughters of God) then could begin their work, having been given the Dominion Mandate, to begin to cleanse the earth.
The Daughters of God completed their role, so that the Sons of God could fulfill theirs. In my view, this completed the preparation of the Children of God, who are the saints of the Most High, so that the Open Door Ministry could take place—delayed only by Babylon’s noncompliance to the ruling in the Divine Court. This refusal to obey would require divine enforcement.
