Once we have properly identified the relevant people in Ezekiel 38 and 39, we may then turn to historical records and see how the prophecy has been fulfilled. Once we know who to watch, other elements of the prophecy that are yet to be fulfilled can be seen more clearly as well.
Not all of Ezekiel's prophecy has been fulfilled yet. Like so many prophecies, portions are fulfilled in one time period, but other portions are fulfilled at later times. The prophets generally give no indication of multiple fulfillments in the text itself. The only way to know for sure is by observing the historical fulfillment of each prophecy.
The very complexity and richness of Scripture and its multiple layers of meaning and application tends to make it difficult for us to plumb its depths. Joseph, for example, was a type of Christ in that he was put into a pit and his robe later dipped in blood. In this, he was a type of both comings of Christ--the first time coming to go to the grave, and the second time to come on a "white horse" with His robe dipped in blood (Rev. 19:13). Yet Joseph was also a type of his descendants, the house of Israel, who were lost and presumed to be dead. Ephraim's name signified that those lost Israelites would become "fruitful" and would multiply while in captivity, as Hosea 1:10 tells us. Manasseh's name signified that those lost Israelites would "forget" their father's house and lose their identity as Israelites (Gen. 41:51).
Another example is Isaiah 61:1, 2, which Jesus quoted partially in Luke 4:18, 19. Jesus said in Luke 4:21, "This day is this scripture fulfilled in your ears." But in order for that statement to be true, Jesus had to leave off the last part of the prophecy: "and the day of vengeance of our God," for this was for a future time. This is an example of how a sentence may contain two prophecies that are separated by two thousand years.
So also is Ezekiel 38 and 39 a complex prophecy. Not all of it is fulfilled in the Zionist invasion of the physical "mountains of Israel." When we study it more closely, there is obviously more to it than that. Ezekiel 38 says,
" (8) After many days you will be summoned; in the latter days you will come into the land that is restored from the sword, whose inhabitants have been gathered from many nations to the mountains of Israel which had been a continual waste [wasteland, wilderness]; but its people were brought out from the nations, and they are living securely, all of them."
The Zionists tell us that this is the current Israeli state, wherein have been gathered Jews "from many nations to the mountains of Israel." But they are NOT "living securely, all of them." They have had a problem with "security" since the beginning. Further, verse 11 describes this land being invaded as "at rest." The people "live securely, all of them living without walls, and having no bars or gates." By no stretch of the imagination does this describe the Israeli people at any time since 1948.
In fact, a few years ago the Israeli government found it necessary to build a long WALL to separate the Israeli towns from the Palestinian territory. It is the longest wall since the Great Wall of China. This proves clearly that the Israeli state is not the one being invaded in Ezekiel 38, 39. If anything, they are the invaders, who took the land from Palestinians, who had been dwelling there peacefully without walls around their towns!
There is more than one layer to this prophecy. There is more than one invasion. We have already shown how the invasion by immigration was fulfilled by the Zionists coming from Russia, Libya, Persia, Ethiopia, etc. Yet that was only a part of the story. Verse 14 makes it clear that the invasion would target "My people Israel that are living securely."
Because most have assumed that the Jews are Israel, they have not considered the possibility that perhaps those "lost tribes of Israel" might be the target of invasion as well. Historically, those dispersed Israelites immigrated first to Europe and then to the Americas and other places. The question is this: Have the people of Gog and Togarmah immigrated in any large numbers to places other than Palestine? If so, have they taken over the governments of these nations?
Look at the history. Tsar Alexander II of Russia instituted tremendous reforms to benefit not only Russian people but also Jews, giving them the right of education long denied them. But in 1881 he was assassinated by a Jewish communist, and this caused the government to consider the Jews themselves to be ungrateful and dangerous. The resulting crackdown caused many Jews to leave Russia and settle in Europe and America.
Shortly after this, the Federal Reserve Act put America into bondage to certain banking dynasties like the Rothschilds, Warburgs, Kuhn & Loeb, Rockefellers (originally "Ruggenfelder"), most of which were Jewish. Jews were so heavily represented as America's new economic dictators that Dr. Benjamin Freedman, himself a "former Jew," stated in 1961,
"Here in the United States, the Zionists and their co-religionists have complete control of our government."
Benjamin Freedman was born in 1890, a Jewish businessman in New York City. He was at one time the main owner of the Woodbury Soap Company. He was at one time a high-level insider of Jewish organizations and was acquainted personally with the great power brokers behind the scenes: Bernard Baruch, Samuel Untermyer, President Woodrow Wilson, Joe Kennedy, John F. Kennedy, and many others. He testifies that he personally attended the high-level meetings with President Woodrow Wilson when the bankers convinced him of the virtues of the Federal Reserve Act.
The above quotation is the opening remark of his 1961 speech at the Willard Hotel in Washington D.C. He tells how Germany had won World War 1 by the year 1916, and that the Kaiser had offered peace terms to the vanquished. He tells how his own fellow-Jews had then told the British government that they would induce America to enter the war on their side, if the British would give Palestine to the Jews. So the Balfour Declaration (a letter to Mr. Rothschild) was written in 1917, America entered the war, and Germany lost.
The Germans had treated the Jews very well up to that time, but when the betrayal was known, it caused great resentment among the German people. This, of course, led to the election of Hitler in 1933, and ultimately to World War II. Freedman's speech can be read at:

This is, of course, a lengthy topic which cannot be discussed here. I have shown elsewhere that the Federal Reserve Act in 1914 laid the legal foundations of America's bondage. This was completed 20 years later when President Roosevelt suspended the Constitution in 1933. All of our "rights" then became mere privileges granted by government.
So when we ask ourselves WHO was behind this overthrow of the American government (and that of other nations), we find Ezekiel's prophecy helpful. America was founded 2,520 years (7 "times) after Israel's captivity began in 745 B.C. We are at least one primary manifestation of Israel's gathering from many nations. Our motto, "Out of many, one," expresses that idea perfectly. We were a land "at rest," "without walls," dwelling securely. We opened our gates to the Jewish immigrants, who were then converted to Zionism by their own leaders. And today our entire government cowers before the AIPAC (American Israel Political Action Committee), and we have become the bodyguard of the Israeli state.
But even this is not the entire fulfillment of Ezekiel's prophecy.
