On October 12, 2017, on the eighth day of Tabernacles, the beast empires of Daniel 7 finally reached the end of their “seven times” contract to rule the earth by means of the Dominion Mandate.
Because the kings of Judah had misused the Dominion Mandate given to that tribe in Genesis 49:10, God took it from them and gave it to Nebuchadnezzar king of Babylon (Jeremiah 27:5-8). I believe that God gave the Dominion Mandate to Nebuchadnezzar in 607 B.C. The Babylonians then took Jerusalem in 604 B.C., beginning the city’s long tribulation period of “seven times” (i.e., 7 x 360 years, or 2,520 years).
Daniel 7 gave further revelation about this, telling us that Babylon’s rule was just the first 70-year phase of a much longer tribulation that would also involve Persia, Greece, Rome, and the “little horn” extension of Rome (the Vatican).
This time would have ended in 1917 A.D., except that the third beast empire was deprived of its final century of dominion (163-63 B.C.) while Jerusalem was independent under the Maccabees. So in order to fulfill the 2,520-year contract, God had to add a century at the end, bringing us to 2017. Only then was the Dominion Mandate taken from the beast systems and given to the saints of the Most High.
Specifically, this transfer occurred on the eighth day of Tabernacles that year, which was October 12, 2017.
Reviewing the Declaration of 2014
In September of 2013, as I was finishing my commentary on Deuteronomy, God revealed that 2014-2017 was when the Dominion Mandate was to be removed from the hand of the beast governments and given to the saints. I wrote about this in my commentary on Daniel, which was published in 2015.
At the feast of Tabernacles conference in 2014, we were led to appeal to the Divine Court on behalf of the saints, on the grounds that none of the four beast empires had fulfilled the responsibilities inherent in the Dominion Mandate. They wanted power over the earth, but they abused it and treated the Mandate as if they were allowed to rule apart from the laws of God. We easily won our case, of course, ensuring that three years later the saints would indeed receive the Dominion as prophesied in Daniel 7:27,
27 Then the sovereignty, the dominion, and the greatness of all the kingdoms under the whole heaven will be given to the people of the saints of the Highest One [or, “The Most High”]; His kingdom will be an everlasting kingdom, and all the dominions will serve and obey Him.
We declared this from the Throne Room on October 12, 2014, which was the last day of our Tabernacles conference that year, even though the eighth day of the feast was four days later on October 16. At the time, we did not yet realize that precisely three years later would be the eighth day of Tabernacles—October 12, 2017.
Our conference in 2014 was very important, and a contingent of the “red heifer” group came up from Houston to take part in the conference and “open the Miphkad gate” in Minneapolis. This was the culmination of a decades-old revelation, given to Sister Thea, about the twelve gates around spiritual America. By 2014 all the gates had been visited and opened, except for the final one, the Miphkad gate in Minneapolis. This long-term work concluded on October 12, 2014.
I asked Carolyn to stand with me and to declare the opening of the Miphkad gate. She declared:
“We speak to the Rock, Jesus Christ to release the living waters of the new creation man, to come forth and begin to flow over the ashes of Your overcomers, bringing cleansing and release of captivity from the old creation man. Amen!”
Keep in mind that the spiritual “heifers” were not completely “burned up” and turned to ashes until March 7, 2017. So the water was not added to the ashes until August of 2017, when Hurricane Harvey dumped its rain on Houston. Nonetheless, these things were prophesied on October 12, 2014, and our declarations then prepared the way for the great event three years later on October 12, 2017.
The problem with prophecy is that when God reveals future things, the revelation itself tends to create impatience. It is very easy to think that the things which we are led to declare are the actual fulfillment, instead of laying foundations for the future. In 2014, we understood that our declarations, though real and valid at that time, were also preparatory for 2017. So I did my best to make that clear at the conference in 2014.
The Sound of the Trump
The day after the transfer of authority, President Trump declared on October 13, 2017, “In America, we don’t worship government; we worship God.” In saying this from his position as president, he prophesied without knowing the full significance of his statement. Leaders often prophesy inadvertently, as we see in John 11:49-52,
49 But one of them, Caiaphas, who was high priest that year, said to them, “You know nothing at all, 50 nor do you take into account that it is expedient for you that one man die for the people, and that the whole nation not perish.” 51 Now he did not say this on his own initiative, but being high priest that year, he prophesied that Jesus was going to die for the nation, 52 and not for the nation only, but in order that He might also gather together into one the children of God who are scattered abroad.
President Trump, for all of his faults, has consistently declared that Jesus Christ is King. Trump knows that he is not America’s savior. Recently, he gave a Christmas message declaring this:

If we have ears to hear, we can hear the prophetic word come from many unusual sources, especially those leaders who represent nations.
Projections for the Future
As we near the year 2022, we find ourselves in the middle of the 7-year cycle from 2017-2024 in which the beast empires is trying to retain the Dominion Mandate that rightfully belongs to the saints of the Most High.
God has hardened the hearts of the Babylonian leaders, even as He hardened the heart of Pharaoh in the days of Moses (Exodus 4:21). Jeremiah 50:33, 34 shows that this pattern was to be repeated in our time in regard to Babylon,
33 … All who took them [Judah] captive have held them fast; they have refused to let them go. 34 Their Redeemer is strong, the Lord of hosts is His name; He will vigorously plead their case, so that He may bring rest to the earth, but turmoil to the inhabitants of Babylon.
Babylon’s refusal has brought about a delay in the establishment of the Kingdom, but this delay is part of the divine plan. As we see in the case of Pharaoh, God’s purpose is to have a legal case against Babylon, so that we might be set free with back pay from our time of slavery. This had been prophesied 400 years earlier in a word to Abraham in Genesis 15:14,
14 But I will also judge the nation whom they will serve, and afterward they will come out with many possessions. [“with great substance,” KJV]
The greatest "substance" that we can have when leaving Egypt is faith, for we know that faith is the substance given to the overcomers (Hebrews 11:1). But God also intended to give us material substance so that we may have the means to rule. When God called Moses at the burning bush, He told him in Exodus 3:19-21,
19 But I know that the king of Egypt will not permit you to go, except under compulsion. 20 So I will stretch out My hand and strike Egypt with all My miracles which I shall do in the midst of it; and after that he will let you go. 21 I will grant this people favor in the sight of the Egyptians; and it shall be that when you go, you will not go empty-handed.
So the Israelites left Egypt with the wealth of Egypt. Exodus 12:35, 36 says,
35 Now the sons of Israel had done according to the word of Moses, for they had requested from the Egyptians articles of silver and articles of gold, and clothing, 36 and the Lord had given the people favor in the sight of the Egyptians, so that they let them have their request. Thus, they plundered [nasal, “delivered, recovered, snatch away, whether in a good or bad sense”] the Egyptians.
This was not done in an unlawful manner, as some might think. The Israelites did not steal from the Egyptians. God gave them favor, and they freely gave this wealth to them, causing the Egyptians to fulfill the divine law dealing with the release of slaves.
The law of God mandated that when slaves were set free, they should be given provisions. Deuteronomy 15:12-15 says,
12 If your kinsman, a Hebrew man or woman, is sold to you, then he shall serve you six years, but in the seventh year you shall set him free. 13 When you set him free, you shall not send him away empty-handed. 14 You shall furnish him liberally from your flock and from your threshing floor and from your wine vat; you shall give him as the Lord your God has blessed you. 15 You shall remember that you were a slave in the land of Egypt, and the Lord your God redeemed you; therefore, I command you this today.
God had this in mind from the beginning, telling Abraham about this more than 400 years earlier. So we should be encouraged by the present delay, knowing that we will be well paid for our patience. God’s plan is always perfect, even if it does not meet our carnal expectations.
This is the end of our section entitled, The saints prepare to rule. Since we are only in the middle of the 7-year delay, it is best that I delay my report until later, when we are able to look back and see events more clearly.
