The Dominion Mandate is the authority to rule the earth (Genesis 1:26). Every authority comes with an equal level of responsibility. To rule the earth means to subject all things under the feet of Christ (1 Corinthians 15:25), so that all creation can enjoy “the freedom of the glory of the children of God” (Romans 8:21). This will occur at the Creation Jubilee, where the purpose of the Dominion Mandate will finally be fulfilled.
Leadership is the right and the power to serve—not to be served. Matthew 20:25-28 says,
25 But Jesus called them [His disciples] and said, “You know that the rulers of the Gentiles lord it over them, and their great men exercise authority over them. 26 It is not this way among you, but whoever wishes to become great among you shall be your servant, 27 and whoever wishes to be first among you shall be your slave; 28 just as the Son of Man did not come to be served but to serve and to give His life a ransom for many.”
While “the rulers of the Gentiles lord it over them,” the saints serve the people. The kings of Judah misused the Dominion Mandate, so God judged them by transferring the Mandate to the beast nations. The rulers of the Gentiles had not been given the laws of God, yet the prophets bore witness to them of the truth, and this made them accountable. The kings of Judah had been given the law, so they were more accountable to God when they ruled unrighteously.
In the end, all were accountable to bring righteousness into the earth, so that men could be free through the power of grace in the law of Jubilee. Neither the kings of Judah nor of the beast empires declared a Jubilee, nor did they bring the people into subjection to Christ. Their failure brought divine judgment to these empires, one after the other until the present day.
Then Babylon (representing all of the beast empires) was brought to judgment in the divine court, and God ruled in favor of the saints of the Most High on October 16, 2014. Babylon was given a three-year time to allow a smooth transfer of authority to the saints that God had called.
But it was clear from the start that Babylon would refuse to submit to Jesus Christ. God gave Babylon a ten-day grace period from October 16-26, 2014 to come into compliance with His will. Babylon was required not only to agree to relinquish the Dominion Mandate but to do so with a sincere heart and with joy and faith in Jesus Christ. Certainly, they were not to continue plotting in their hearts to regain power, for that was an act of rebellion.
Revelation of a Prayer Campaign
Shortly after midnight in the early minutes of October 26, 2014, my wife and I received the revelation to hold a prayer campaign from October 27 to November 5, 2014. We were to call it Dismiss All Who Bind.
First we were given Philippians 3:20, 21, telling us that Christ alone has the power “to subject all things to Himself.” Then we were given Daniel 12:7, telling us that “as soon as they finish shattering the power of the holy people,” the Dominion Mandate was to be given to the saints of the Most High. The Babylonian rulers had accomplished this feat in the past century, as the evil ones gained total control over the governments of men throughout the whole world.
Next, we were given John 13:18, where we read of the prophecy of Judas, saying, “He who eats My bread has lifted up his heel against Me.” This told us that the prayer campaign is not for the Judas company that “eats My bread” but betrays Christ. Judas tried to force Jesus into a position where He would save Himself by a great miracle. When his plan failed, he had such remorse that he hanged himself.
We were then given Philippians 2:19-22. It gives us the example of a model servant of God, such as Timothy, whose name means “honoring God.” In the Greek Septuagint, the Third Commandment, “Honor your father and your mother” uses the Greek word timao, (“honor”), from which the name Timotheus is derived.
The Hebrew spelling of Timotheus gives us nine letters, which can be written as a chiasm, or Hebrew parallelism.

Jesus was lifted up as the serpent in the wilderness, with hands nailed to the cross and water from His side, marking Jesus as the Christ.
Note the way these letters are paired in the parallelism. The teth (serpent) is paired with the samech (prop), because the serpent was propped up by the pole in the wilderness. The first yod (hand) is paired with the last vav (nail). The mem (chaos) is paired with aleph (order), because Christ’s work brought order out of universal chaos. The vav (nail) is again paired with the yod (hand), suggesting both of Jesus’ hands were nailed.
The center of Hebrew chiasms is always the main focal point. In this case it is the tav, originally written as a cross, but it means “a mark or sign.” It is the signature of God, which He also writes on our foreheads (Ezekiel 9:4; Revelation 22:4), marking us as His children.
In the context of this prayer campaign, Timothy stood in contrast to Judas. Honor is compared to dishonor.
Finally, we were given Colossians 3:14, which should be seen in the context of verses 12-14. Paul writes about “love, which is the perfect bond of unity.” The world attempts to bring unity by binding the people with fear. In the Kingdom of God, the bond is love.
Finally, we were given Psalm 143:12, specifically the phrase “destroy those who afflict my soul.” The word abad, which is translated “destroy” in Psalm 143:12. The first meaning of the word is “to wander” (from the door of one’s house), hence, “to be lost.” For the purposes of our prayer campaign, it indicated a dismissal from the house of God.
The word “afflict” is from the Hebrew word tsarar, “to bind or bind together.”
So our prayer campaign was named Dismiss All Who Bind.
We then requested a Scripture that would sum up the overall purpose of the prayer campaign, and God gave us 1 John 2:13, 14. In particular, the revelation was “you have overcome the evil one.” In other words, the overcomers have succeeded, the fall of Babylon was decreed, and the transfer of authority was assured. For this reason, we were to dismiss those who have kept the world in bondage, those who failed to declare the Jubilee, those who had failed to set creation free into the liberty of the children of God. I was then led to compose this Model Prayer. All such model prayer are designed to bring unity, but the first rule is to be led by the Spirit.
Model Prayer
Heavenly Father, we come before you in the name of Jesus, sanctified by His blood and the washed by the water of His Word. We come with thanksgiving and praise for the victory which You have accomplished in Christ and now again in us.
You have revealed to us that the beast empires have finished their time of dominion according to Your word. They have not fulfilled the responsibility to bring righteousness into the earth and to release Your creation from the bondage of sin. Therefore, the decree has gone forth from the throne of heaven for these beasts to step down from their position of authority, and we have borne witness of that decree on earth as it is in heaven.
They were given ten days of grace to comply with Your decree, but they have failed to do so. We declare in Your name that the beast systems are now in non-compliance to the will of heaven.
We put on the whole armor of God, having the helmet of salvation, the breastplate of righteousness, the belt of truth, and the shoes of the preparation of the gospel of peace. We take also the shield of faith and the sword of the Spirit, which is your Word.
We therefore take our stand with the will of God and come against the evil ones who would keep the earth in bondage to the kingdoms of this world and the unjust laws of men. Let the armies of heaven be sent forth to subdue all things under the feet of Christ, the lawful Inheritor of all things. Dismiss all those that keep the people bound in darkness and oppression. We lay claim to all that God owns by right of creation and declare the Jubilee to release the captives from all bondage into the glorious liberty of the children of God.
Thank-you, Father, for answering this prayer, for we on earth only bear witness to what we have heard from heaven. Amen.
