According to traditional Chinese reckoning, the Year of the Golden Ox (or Bull) began on January 26, 2009. This was 76 days into the new Prophetic Year which had begun on November 11, 2008. Hence, it was one of the watch dates that was setting the pattern for the year 2009.
On this day we accepted the “Scepter of Eden” and used it to proclaim Isaiah 47, the prophetic lament for Babylon. We invoked an angel that was assigned to me in 2001 called Power of the Flame, a name derived from Isaiah 47:14.
This angel was to be part of (or perhaps take the lead) in the overthrow of Mystery Babylon, but first the overcomers had to rise to the position of authority given to Adam at the beginning. The Scepter of Eden indicates authority in the Kingdom.
The Kingdom itself originally had actual territory, and Adam was called to subdue the earth—that is, he was to bring order to what God had created. Later, Israel was supposed to be the Kingdom of God with territory larger than the original Garden, but, like Adam, Israel also failed and was cast out. The territorial manifestation of the Kingdom was then postponed to the end of the age, while the earth remained in bondage to the four beast empires.
The Power of the Flame is called, not only to overthrow Babylon, as Isaiah tells us, but also to determine who enters the Kingdom and who does not. He carries a flaming sword, originally placed at the entrance to Eden “to guard the way to the tree of life” (Genesis 3:24). He also determines who may eat of the tree of life—that is, he tests the quality of men’s faith, making the path to immortality a narrow way (Matthew 7:14).
Being given the “Scepter of Eden,” as the Father called it, laid the foundations for the Elisha ministry to be launched in April 2009. Elisha was to prepare the way for Christ’s second coming, in order to give the Kingdom of God the territory it needed to manifest the Kingdom fully in the earth. We have a King (Jesus); we have citizens (believers); we have laws (God’s laws); but until now we have lacked territory.
The second coming of Christ was never designed to take us to heaven and leave the earth to the devil or to an Antichrist. The overcomers will have authority in both heaven and in earth, as did Jesus (Matthew 28:18), because they are His agents called to inherit the earth (Matthew 5:5).
The purpose of inheriting the earth is to have the authority to restore all things and lead the rest of humanity into the plan of salvation. By teaching the word, faith will be imparted in the hearts of all men, so that they believe the promises of God and are imputed righteous (Romans 4:21, 22). By these means, they will gain access to the tree of life (Revelation 2:7).
The Beginnings of the Babylonian Crisis
As early as September of 2008, major cracks began to appear in the walls of Babylon when we saw the banking crisis. The cracks were filled with sand when the House passed a $700 billion bailout bill on October 3, 2008. The systemic problem was not actually fixed, nor could it be fixed without laying entirely new foundations (replacing the Federal Reserve System).
On February 13 and 14, 2009 the House and Senate created more money by passing an “Economic Stimulus” bill. This huge creation of new money out of thin air only postponed the inevitable collapse of Babylon to a future time. It was—and still is—the final stage of their attempt to prop a failed system, based on the proposition that debts are assets. When congress creates dollars, they simply create more debt. The underlying problem is debt, which puts men into bondage, and the problem cannot be solved by creating more debt-bondage.
If we fast-forward to the present time, we note that 40 percent of all the money ever created in America was created in 2020 alone. In 2021 this was dwarfed by multiplied trillions of dollars being again created to try to prop up the crumbling walls of Babylon. The problem is not a shortage of money but an excess of debt.
Passover Conference at Manassas, VA (April 10-12, 2009)
The second cleansing cycle of 76 days extended from January 26 to April 9, 2009, which was the day of Passover that year. On that day I drove to Manassas, VA to a Passover conference that had been scheduled. This conference was to culminate on Sunday, April 12, the day of the wave-sheaf offering (so-called “Easter”).
Signs abounded at the conference, as usual. The lobby of the hotel where we were staying had two large pictures on the wall. One was of a pitcher and a bottle of milk. The other was two jars of honey. I think they decorated it just for us to make us feel at home in the land flowing with milk and honey.
The hotel was located just a few blocks from the historic Civil War battlefield at Manassas, VA. We felt that these meetings were, in part, to pray for reconciliation on many levels. We saw some interesting things indicating the repair of the breach between the North and the South. Since April 9, 2009 was precisely 144 years since the end of the Civil War, these signs made it clear that these meetings involved intercession for national unity, and that this intercession must be done by representatives of the overcomers (144,000).
On the last day of the Passover conference, April 12, 2009, we were led to launch the Elisha ministry by the word of prophecy and declaration. I was scheduled as the final speaker that afternoon, and I finished with a commissioning prayer for the Elisha ministry.
Martha Barley was led to read Isaiah 61:1, 2,

He has sent me to bind up the brokenhearted, to proclaim liberty to the captives and freedom to prisoners; 2 to proclaim the favorable year of the Lord and the day of vengeance [naqam] of our God; to comfort [nacham] all who mourn.
Recall that on the way to Sweetwater for the Tabernacles conference in October 2008, some had been led to plant barley along the Trail of Tears. Recall also that this indicated that the birth of Elisha had been delayed and would not take place for another six months, because it would take this long for the barley to ripen.
April 12, 2009 finally arrived, and this was the day of the wave-sheaf offering, when, in ancient times, the sheaf of barley was waved in the temple, prophesying of the resurrection of Christ. In our case in 2009, it applied to the birth of Elisha, that is, the Elisha ministry. Being also an extension of the Elijah ministry, we noted that John the Baptist—the Elijah of his day—had been born at Passover; his ministry was launched when he turned 30 years of age; and He died a year later at Passover.
It made sense, then, that the Elisha ministry would pick up where Elijah left off. The only difference was that whereas Elijah was associated with Passover—and Christ’s death on the cross—Elisha would be born on the day of the wave-sheaf offering—the day of Christ’s resurrection.
It was not until I began the long drive back to Minneapolis that I had time to ponder these events more fully. Only then did I begin to suspect that we would soon see the 16 miracle-signs of Elisha manifested in some way in the order in which they appear in the book of 2 Kings.
April 12, 2009 marked the end of the rise of Elisha on the day marking Christ’s rise from the dead. Thereafter, we were to see the prophetic work of Elisha.
