Many do not know that many career federal employees are protected so that they can hardly be fired for misconduct or even for treason. They are known as the SES (Senior Executive Service). We call them the Deep State, because they rule the nation largely independent of any (temporary) presidential administration.

This is one reason treasonous criminals have not yet been arrested or fired for plotting against the president.
But on October 23, 2020 the president signed an Executive Order that removes their protections (and immunity from prosecution), allowing them to be fired and/or prosecuted for their crimes.
In a stunning move Wednesday, President Trump signed an executive order moving many “policy-making” federal employees to a new classification that removes their “civil service protections” going into effect just before inauguration in January.
The new order essentially moves certain executive branch “men and women in the Federal service employed in positions of a confidential, policy-determining, policy-making, or policy-advocating character” to a new Classification F. This classification essentially moves these employees from union protections to “at-will” employees….
This goes into effect just before the end of the current presidential term. Of course, if Biden should win the election, he will immediately nullify this Executive Order.
