A "state visit" is a very big event in diplomatic circles, complete with a state dinner and many trade agreements. The USA has not given one for Brazil since 1995. Last May a state visit from Brazil's president was announced, but this was before the NSA spying program was leaked by Edward Snowden.
It's getting to the place where our government is having a hard time stabbing our friends in the back without getting caught. No wonder they are so angry with Snowden.
If we continue to treat our friends as if they are enemies, they will soon become our enemies. America is fast running out of friends.

WASHINGTON (AP) - For President Barack Obama, an embarrassing diplomatic rebuke by Brazil has compounded an already troublesome stretch for the White House both at home and abroad.
Brazilian President Dilma Rousseff announced Tuesday that she was putting off a state visit to the U.S. next month to protest an American spy program that has aggressively targeted her nation's government and private citizens alike.
Rousseff's decision deepened the global fallout for Obama from revelations about National Security Agency surveillance programs, which have also angered many Americans....
Throughout his summer travels abroad, Obama has been dogged by criticism of the government's spying programs. While the anger has been particularly intense in privacy-protective Europe, Rousseff was also incensed about revelations that the U.S. intercepted her communications with aides....
