The Jubilee Prayer Campaign started in November of 1993. This took place shortly after the end of the Pentecostal Church Age, which had lasted 40 Jubilees from 33 to 1993 A.D.
Those 40 years were the fulfillment of two main biblical types in the Old Testament: (1) the 40 years of the Church in the wilderness under Moses, and (2) the reign of King Saul, who was crowned on the feast day called Pentecost and who reigned 40 years.
Three Ages and Three Churches
The Israel "church in the wilderness" (Acts 7:38) was called out of Egypt and chosen to rule during the Passover Age from Moses to Christ. However, they failed in their responsibility to bring righteousness to the earth. So when that Age ended, God gave an increased anointing to a new Church in Acts 2. They received a Pentecostal anointing and were "crowned" even as King Saul had been crowned in 1 Samuel 12.
This gave the Church under Pentecost the authority to rule and to bring righteousness to the earth. But in the end, they too failed in their 40 Jubilees of allotted time. Hence, when "Saul" died on May 30, 1993, the crown passed from Saul to David. God began to raise up the third Church and empower them to succeed where the others had failed.
This third Church received the authority and responsibility to bring righteousness into the earth. It is not a denomination. It is composed of the Overcomers. They have yet to receive that greatest anointing of Tabernacles to ensure the success of their calling, but they have enough authority to start the work. We have learned through David's example that this authority and anointing is to come incrementally. David was crowned over one tribe first, and then 7-1/2 years later he was crowned over all the tribes of Israel.
Hence, when Saul died on Pentecost of 1993, the prophetic reign of David marked a great turning point in the history of the three churches. This Overcomer Church received the first portion of authority that was enough to start the Jubilee Prayer Campaign. More would come 7-1/2 years later (Nov. 30, 2000) in order to be successful in the second phase of that warfare from 2001-2006.
The Complaint Filed in the Divine Court Nov. 29, 1993
The main purpose of the Jubilee Prayer Campaign was to file a complaint against Mystery Babylon. We did not have to file a complaint against "Saul," because he was already dead. The failure of the Saul-church was evident, but time itself had taken care of that problem. Our complaint was against Mystery Babylon, which was the final extension of the entire succession of "beast nations" prophesied in the book of Daniel.
From its primary inception in late 1913, empowered by the Federal Reserve Act, this new but secret ("mystery") financial empire had ruled for 70 10 years by 1993. The original pattern of Babylon itself was a 70-year allotment of power, which ought to have ended in late 1983. But the Hezekiah Factor was to extend this by another 10 years, bringing their allotted time to late 1993.
This coincided perfectly with the fact that there was now a new sheriff in town. Babylon could overcome the Saul company by its fleshly enticements, but they would not overcome the David company of Overcomers.
By the end of 1993, Mystery Babylon had completed its full allotment of 70 10 years of ruling the earth. They had misused their God-given authority. Hence, when their time ran out, we filed a complaint in the Divine Court against them. We also petitioned to transfer their authority to the Overcomers. We won our case.
The "Tree" of Babylon Chopped Down
In Daniel 4, King Nebuchadnezzar of Babylon had a disturbing dream. He related it in verses 10-17. He saw a great and beautiful tree that "watchers" from heaven defoliated and then chopped down, leaving just a stump with a brass and iron band around it. The king saw the tree turn into a "him" whose mind was changed into that of a beast for "seven times."
17 This sentence is by the decree of the angelic WATCHERS, and the decision is a command of the holy ones, in order that the living may know that the Most High is ruler over the realm of mankind, and bestows it on whom He wishes, and sets over it the lowliest of men. [NASB]
The king was the embodiment of the Babylonian Tree. He was therefore directly affected. But his personal experience was merely a type of the Babylonian empire itself, which was to be chopped down after 70 years (an extension of the "seven times"). Moreover, the original Babylonian Empire established the prophetic pattern for Mystery Babylon as well, when the entire beast system came full circle.
The "watchers" are the Overcomers. While it is true that their authority is intertwined with specific angels--each according to his calling--the decree is spoken by the Overcomers, led by the Spirit, giving voice to the Word of God. In Daniel's day the Babylonian tree was left with a stump (vs. 15), because it was to return to life under Mystery Babylon many years later.
The "seven times" time cycle is significant, because Mystery Babylon re-appeared in 1913-1914 precisely "seven times" later. Babylon established itself as an empire in 607 B.C. Seven times is 7 x 360 years, or 2,520 years in long-term prophecy. This time period ended 1913-1914. The Federal Reserve Act was passed Dec. 23, 1913 and signed into law in February 1914.
Hence, after 70 10 years, their allotted time ended in November 1993. The "Watchers" of that time then issued a decree by the authority of God to defoliate and chop down that tree once again. (The authority of the Watchers come through the agency of an Archangel called "the Eyes of God.")
In the pattern-story of Nebuchadnezzar, the king was given a 12 month grace period in which to possibly avoid the judgment. In fact, most revelation about impending judgment is not so much to predict inevitable judgment, but to give opportunity to avoid it. But 12 months later (Dan. 4:29), when the king was admiring his Hanging Gardens (one of the "Seven Wonders of the World"), he felt especially proud of himself and bragged about his accomplishments.
31 While the word was in the king's mouth, a voice came from heaven, saying, "King Nebuchadnezzar, to you it is declared: Sovereignty has been removed from you."
He then went insane and was driven from the throne. He lived as a beast for "seven times" eating grass. At the end of that time, his sanity returned, and he recognized that the God of heaven was the true King of Kings that stood above all human governments. He recognized that Babylon was "one nation under God." Earthly kings were not the highest power in the land. Kings were called to enforce the laws of God--not to rule by the laws of men.
In America (as in all "secular" nations), human governments are considered to be the highest authority. They have dethroned God and have usurped His throne. God lets them get away with it for a season, but in the end, the word of the Watchers is the law of the land. Even as Nebuchadnezzar decreed in Dan. 4:34-37 that the God of heaven was indeed sovereign, so also will America make the same decree.
The decree was spoken on Nov. 29, 1993. This word found its first fulfillment 12 months later on Nov. 29, 1994, when the story of King Nebuchadnezzar was replayed in Congress.
