I noticed it a few years ago with the indictment of Jack Abramoff, the "disgraced" lobbyist.

I wondered which Public Relations company engineered this terminology to downgrade someone from "criminal" to "disgraced." What are the criteria for this label change? Does it require a certain amount of wealth? Does it have to do with one's ethnicity or sexual orientation? Is it a whitewash to make it easier to get a presidential pardon later?
Ever since Bernie Madoff made off with everyone's money, he has been "disgraced." Even after pleading guilty today, he is still merely "disgraced."

Would someone please tell me the legal meaning of "disgraced"??? Why not "accused," "indicted," "alleged criminal," or "convicted"?
And why do I never see this term applied to ordinary criminals? I smell discrimination.
