It appears that Joe Biden is making speeches from the imitation “Rose Garden” at the imitation “White House” in Atlanta, GA. The real White House in Washington DC is off limits with a high fence around it.
The Tyler Perry website shows a different mansion and calls it "the facility's White House." So the above does not seem to be true. There is a picture of Trump speaking at the same White House as in the video, though he is speaking during the summer when all is green.
Nonetheless, the Perry website says,

In other words, it is equipped with an Oval Office, much like the Red Castle studio in Hollywood. One of these seems to be the studio where Biden was pictured robo-signing his dozens of Executive Orders.
