Bill Binney was the one who wrote the software for the NSA’s entire spying program that records everything. It was supposed to be used against foreign enemies and criminals. But after the Twin Towers were demolished, the Patriot Act allowed the program to be extended to domestic spying. So in October 2001, Bill Binney resigned, not wanting to be part of that.
