It appears that the order to spy on Trump came through the UK in the so-called “Five Eyes” program. That is the agreement where the US government spies on other countries on behalf of those governments, and those countries spy on US citizens on behalf of the US government.
This was designed to bypass the laws forbidding the US government to spy on its own citizens.
I have known about this arrangement for at least 25 years, but it is only now coming out into the open for all to see. Even so, the CIA is trying desperately to hide it from the people. Since the CIA gives itself the right to lie with impunity, we have the right to disbelieve anything they say.
At any rate, two weeks after Donald Trump was elected, Robert Hannigan, the Director of the CGHQ made the official request to Boris Johnson in the UK to spy on Trump Towers. No doubt this spying went on into the Trump presidency, although when Admiral Rogers told Trump about it, he immediately moved everything to Florida.
