If you watched any of Trump’s recent speeches, you may have noticed that he made reference to the Declaration of Independence, which states that all rights come from God (not from the state). It appears that he is now hitting the root political issue, and I have not heard any president in my lifetime speak of these things.
It looks like the president chose William Barr partly because of his similar views. Here is a short 45-second video where he says it in his own words:

His view is not new. In 1995 he wrote an essay entitled, Legal Issues in a New Political Order, where he wrote:
“Traditional Judeo-Christian doctrine maintains that there is a transcendent moral order with objective standards of right and wrong that exists independent of man’s will… This transcendent order flows from God’s eternal law… the divine will by which the whole of creation is ordered.”
