It looks like we're almost at the point where we have to start meeting in underground churches, unless part of the state-approved institutional churches. This law in San Juan Capistrano, California was obviously modeled after China.

A city in Southern California is demanding that a small home Bible study group stop meeting unless they obtain a cost-prohibitive permit...
Fromm was told by a hearing officer that regular gatherings of more than three people require a conditional use permit. Officials also stated that further religious gatherings in the home would be subject to a $500 fine per meeting.
First it is permits. That gives government control over who gets to meet and who does not. Then they have the power to restrict any group that teaches biblical laws that run contrary to the laws of the state.
It always ends up with the state setting the standard for all religion, effectively creating a state religion.
