It appears that the "delay" in fueling up the Bushehr nuclear power plant was not quite accurate. What the Iranian official probably meant was that it would not be up and running before Sept. 16. The above article says that it will take about 2 weeks to fuel up the plant and that it will begin to produce electricity "in about a month."
The Israelis are grousing about this, but it appears that the UK and the USA have both understood this power plant to be just that--a power plant. The UK has been somewhat more honest about it than the US government. But at any rate, now that it is being refueled, it is less likely that anyone will dare to bomb it and send radiation everywhere. No one wants to take responsibility for such a thing.
