When we held the Jubilee Prayer Campaign from Nov. 21-29, 1993, we appealed to the Divine Court to transfer the authority of the birthright from Mystery Babylon to the overcomers. The purpose of this was to take the right of Sonship away from those who would never bring forth the Manchild and give it to those who were truly called to manifest the sons of God.
I wrote more fully about this concept in my pocket size booklet, The Debt Note in Prophecy. No, the book is not about how to get a bank loan. It is about the requirement that God has had from the beginning to bring forth the sons of God. It is about what it means to be "chosen." When Israel and Judah refused to bring forth the fruits of the Kingdom, God "chose" Babylon to take from them that responsibility (and liability). The divine purpose was to make the vessels of dishonor liable instead of His people, since the vessels of honor were not capable of fulfilling the terms of their "chosenness."
And so, when God sold Jerusalem into the hands of Babylon in 604 B.C., there were enormous spiritual and legal implications that would impact us to this very day.
The upside to this legal decision in the Divine Court was that God's people were relieved of responsibility for something that they were incapable of doing by the power of the carnal nature under the Old Covenant. The downside to this was that the authority to bring forth the sons of God passed into the hands of those who had no intention of fulfilling it. Babylon wanted to be "chosen" to rule the world without taking the responsibility that came with it.
This meant that it would be impossible to give birth to the Manchild (i.e., sons of God) until the authority to do so passed back into the hands of those who were truly called. That is why the sons of God have not been manifested to this very day. But the Jubilee Prayer Campaign appealed to the Divine Court for a transfer of authority as prophesied in Daniel 7:26, 27,
" (26) But the court will sit for judgment, and his [the beast's] dominion will be taken away, annihilated and destroyed forever. (27) Then the sovereignty, the dominion, and the greatness of all the kingdoms under the whole heaven will be given to the people of the saints of the Highest One; His kingdom will be an everlasting kingdom, and all dominions will serve and obey Him."
Daniel saw an early prophetic type of this in his own life time. The story is recorded in Daniel 4. King Nebuchadnezzar of Babylon had a dream about a huge and glorious tree, which was chopped down by a heavenly "watcher" (4:13). Verse 14 says,
"He shouted out and spoke as follows: Chop down the tree and cut off its branches, strip off its foliage and scatter its fruit."
In Daniel's day, it was fulfilled in King Nebuchadnezzar himself after a period of precisely 12 months (4:29). The king was driven from his throne for "seven times" before being restored. He then declared Babylon to be "under God," and in effect declared Babylon to be ruled by Jesus Christ.
This "seven times" in long-term prophecy is 7 x 360 years, or 2,520 years. This is why the Babylonian kingdom was reconstituted in 1914 through the Federal Reserve Act. It was precisely 2,520 years after Babylon had originally become an empire in 607 B.C. We have been witnessing a modern repeat of Babylon in the past century.
In ancient times, Babylon itself was "chopped down" by the Medes and Persians. But the prophecy stated that the stump would remain with an iron and bronze band around it. The bronze signifies Greece, while the iron signifies Rome. These were later empires which restricted Babylon like a band around the stump. But the stump was not uprooted completely, because it was yet to return to life in the 20th century under the prophetic name, Mystery Babylon, and known to us openly as the Federal Reserve System.
In 1993, after 80 years, it came time for the overcomers to bring Babylon to the Divine Court for judgment. In effect, the overcomers were saying (collectively):
"Babylon has been given its full allotment of time to fulfill its obligation to bring forth the sons of God and set the earth free by declaring the Jubilee. They refused to do so, even as Babylon refused to do so many years ago (Jer. 50:33). We ask You to transfer the authority of the birthright to us (Dan. 7:27), so that we may have the authority to declare the Jubilee and bring forth the sons of God."
We won our case, and so began the "Battle of Jericho." Spiritually speaking, we marched around Jericho 13 times, even as Israel did in the days of Joshua, from 1993-2006, blowing the trumpet of the Word from 1993-2000 and then pouring out the seven bowls from 2000-2006.
Meanwhile, we were given revelation in 1993 that we were to watch what would happen 12 months later. The revelation was based upon Dan. 4:29, when King Nebuchadnezzar's dream was fulfilled 12 months afterward.
" (29) Twelve months later he was walking on the roof of the royal palace of Babylon. (30)The king reflected and said, 'Is this not Babylon the great, which I myself have built as a royal residence [HOUSE] by the might of my power and for the glory of my majesty?'"
That was when the heavenly voice spoke judgment, and the king was driven from his throne. As we studied this pattern, we could only wait and see what would occur a year later on November 29, 1994.
Many of you recall that in 1994 America held its mid-term elections. We were in Washington State at the time, where I heard about the contest between Republican, George Nethercutt, and the Democratic incumbent, Tom Foley, who was Speaker of the House at the time. The conservative talk-show hosts were calling for the people to "De-Foley-ate Washington." That was a cute way of saying we should get rid of Tom Foley. But when I heard it, I immediately made the connection to the Babylonian tree that the heavenly watcher had defoliated and cut down in Dan. 4:23.
Tom Foley did indeed lose the election to George Nethercutt on November 8, 1994. The WA lottery drew #666 that day. Then the House of Representatives took up the bill to debate the GATT treaty. It passed on Nov. 29, 1994. Tom Foley made a speech about how great the House was for passing this bill. Then he retired from the House immediately.
That was the first major sign confirming the effectiveness of our prayer campaign a year earlier. Washington, like Babylon, was defoliated, and the King of the House left his throne after bragging about the glory of the House. And, of course, he was subsequently replaced by George Nethercutt, whose name means "a lower cut." In other words, the Babylonian tree was cut down again--this time with a lower cut that would not leave a stump to grow again.
The only question we had in those days was about the manner in which the "seven times" prophesied of our day in short-term prophecy. We knew it indicated a 7-year period, but did not know whether to date it from 1993 or from 1994. As it turned out, it was BOTH. The 7 years ended in both 2000 and 2001. In October of 2000 the time of "trumpets" ended, and we began to pour out the first bowl of wine. But on Sept. 11, 2001 we saw the second major turning point in American history. The year 2000-2001 formed the transition into the final phase of Babylon's overthrow with the 7 bowls poured out.
Finally, in 2006-2007 the Battle of Jericho ended, and we began to see the economic collapse of the Babylonian system, particularly as represented by the banking and financial system. This is where we are today. Nothing happens overnight, but the tree is falling.
